Is it legal? Yes. With the coronavirus pandemic, the law allows restaurants to sell to-go drinks for the first time, so the same concept is applied here.

They won't be accepting cash due to COVID-19, you'll need to make your purchase beforehand online via Toast.
But they plan to have extra stuff in truck to sell, which you'll be able to pay through apps like Venmo or Paypal!
