Resurfaced Video of a Man Telling Cop 'I can't breathe,' Before Dying

Footage has been released from an arrest last year in Oklahoma City showing a black man, Derrick Scott, 42, telling officers, "I can't breathe" before he died at the hospital. In the video three officers are seen restraining Derrick as he repeatedly asks for his medicine saying he can't breathe.

The most infuriating moment is when one of the police officers, Jarred Tipton, can be heard saying, "I don't care," after hearing Derrick plea for his life. "You can breathe just fine," another officer can be heard saying a few moments later.

After several minutes into the footage, Derrick appears to be unresponsive, an officer did try to administer CPR before the paramedics arrived. He was later pronounced dead at a local hospital. The autopsy claimed cause of death as a collapsed lung and that police response did not result in "fatal trauma" and listed several other "significant" factors that contributed to his death, including physical restraint, recent methamphetamine use, asthma, emphysema and heart disease. The manor of his death was listed as "undetermined"

The police officers were called to begin with because they received a call that a black man was arguing with people while carrying a gun. The footage shows Derrick running from officers after an officer ask if he had any weapons. He is then tackled and restrained, you can see an officer removing a handgun from Derrick's pocket.

All three officers were cleared of misconduct.
