There is a state of emergency in Spain and France due to a second wave of coronavirus infections. They even said they fell they lost control and can't control it anymore. All of the hospital bed are occupied and they simply can't maintain stability. It seems like they don't want to help each other out by following orders so they are deciding to just get up and leave.
