Texas PD Under Fire For Pic of Officers Walking Black Man on Leash

The Galveston, Texas police department is facing backlash after pictures show horse-mounted police "walking" a black man down the street with what some are calling a "leash".

Donald Neely was detained for criminal trespassing on Saturday and a line was clipped to his handcuffs that officers on horses used to lead him to the officers' station. 

Those outraged spoke online, commenting things like "You don't 'round-up' human beings like animals" and "this only leads to more distrust of law enforcement."

Galveston's police chief apologized, saying that the technique used on Neely is commonly used for crowd control but the officers showed poor judgment and should have waited on a patrol car. 

The chief also says they will stop using this technique to detain people. 

He also apologized to Neely directly.
